One option is to have the city maintain the fixtures instead of a lighting company.&amp;ldquo;Ball park ideas of savings doing self-maintenance are 40 to 50 percent,&amp;rdquo; Millar said.Another reason the city wants to consider taking over maintenance is because the company may not be able to cater to the city&amp;rsquo;s needs. Usually the lighting company would contract to change the bulbs every seven years.&amp;ldquo;We will need them changed more often; it&amp;rsquo;s not realistic. There is no point in denying that we need to make changes to the current system. The President, House and Senate are all working to fix the issue; however, their bill, &amp;ldquo;Affordable Health Care for Americans Act,&amp;rdquo; is not the fix we are looking for.The &amp;ldquo;Affordable Health care for Americans Act&amp;rdquo; will raise taxes. The bill would also expand Medicaid and would add more taxpayer-funded subsidies. Finally, the bill would allow for a government or public sponsored option, which would be cheaper than the private sector. The private sector would be unable to compete and would go out of business.The Democrats have a good idea in the fact that they are trying to provide every American with affordable health insurance. The Democrats health care reform sets up a &amp;ldquo;cookie cutter&amp;rdquo; outline for what is an &amp;ldquo;acceptable health care plan.&amp;rdquo;In the House&amp;rsquo;s plan, 96 percent of Americans would have health insurance. To have a majority of Americans covered, businesses would be forced to provide coverage. Section 412 mandates that employers cover a minimum premium of 72.5 percent of individual coverage and 65 percent of family coverage. If the House&amp;rsquo;s bill goes through, many people who already have insurance through their jobs would actually be at risk to lose their coverage.Businesses are strapped for cash as it is. If they are required to pay more on health insurance, it could mean layoffs. We already have a 10.2 percent unemployment rate, and we don&amp;rsquo;t need to continue raising it.Making sure that every American has sufficient coverage sounds like a noble goal. The government plans to set up an outline of what every basic plan should cover. This should allow every person to receive medical attention. However, many people choose to have less coverage than the bill would allow. Americans don&amp;rsquo;t want to pay for coverage that would cover more than they need. If the government mandate creates an option that has more coverage, the private companies would be forced to charge more.The government also plans to fine those who don&amp;rsquo;t have coverage. The fine could be cheaper than having coverage. If people aren&amp;rsquo;t able to choose their own coverage and don&amp;rsquo;t like how much they have to pay for coverage they don&amp;rsquo;t need, many people would choose not to be covered. They could save money by dropping their insurance all together.The House&amp;rsquo;s bill is estimated to cost $1.2 trillion over the next 10 years. The Democrats health care reform sets up a &amp;ldquo;cookie cutter&amp;rdquo; outline for what is an &amp;ldquo;acceptable health care plan.&amp;rdquo;In the House&amp;rsquo;s plan, 96 percent of Americans would have health insurance. To have a majority of Americans covered, businesses would be forced to provide coverage. Section 412 mandates that employers cover a minimum premium of 72.5 percent of individual coverage and 65 percent of family coverage. If the House&amp;rsquo;s bill goes through, many people who already have insurance through their jobs would actually be at risk to lose their coverage.Businesses are strapped for cash as it is. If they are required to pay more on health insurance, it could mean layoffs. We already have a 10.2 percent unemployment rate, and we don&amp;rsquo;t need to continue raising it.Making sure that every American has sufficient coverage sounds like a noble goal. The government plans to set up an outline of what every basic plan should cover. This should allow every person to receive medical attention. However, many people choose to have less coverage than the bill would allow. Americans don&amp;rsquo;t want to pay for coverage that would cover more than they need. Madison Memorial Hospital is staying up to date on the health care reform; the CEO (of Madison Memorial Hospital) is a member of the board of directors of the Idaho Hospital Association.The Idaho Hospital Association informed lobbyists and healthcare administrators of the ongoing efforts in the national health care reform.&amp;ldquo;We believe that it&amp;rsquo;s very likely that healthcare reform will entail heightened measures of quality, which the federal government will base their reimbursement on,&amp;rdquo; said Jennifer Steinmetz, of the marketing department at Madison Memorial Hospital. &amp;ldquo;This sort of reform provides an incentive for healthcare providers to perform at a higher level, in order to receive greater reimbursement from the federal government for the care they provide to federally-insured individuals.&amp;rdquo;Madison Memorial Hospital strives to serve its patrons first; community approval is their first priority.       <title>Orchestra performs final concert of the year</title>

      <description>&amp;nbsp;The Rexburg Tabernacle Orchestra preformed their final concert of the year on Wednesday.Dr. LaMar Barrus lead the orchestra through five pieces, one featuring Donna Howard with a clarinet solo.&amp;nbsp;&amp;ldquo;Overall [the performance] went really well. In fact the second symphony went magnificently. The orchestra played above their heads; they played inspired tonight. Our clarinetist did a wonderful job,&amp;rdquo; Barrus saidThe Rexburg Tabernacle Orchestra, organized in 2004, is made up of community volunteers. Barrus has directed the orchestra for five seasons and was a previous director at Ricks College.Howard studied music at Ricks College. Howard has also been a rehearsal accompanist for the community theater and volunteered at local school music programs. Howard currently maintains a musical repair business and teaches clarinet as a music adjunct faculty at BYU-Idaho.Howard has experience in many different instruments. She has played clarinet, percussion and saxophone for the Rexburg Tabernacle Orchestra.&amp;ldquo;I call her my renaissance woman because whenever I have a need I call on her and she fills it. She has learned to become a very confident professional player because of the role I have put her in,&amp;rdquo; Barrus said of her varied skills.Barrus said that having a community orchestra in a city of this size is rare.&amp;ldquo;There are so many people in the community who have studied music all their lives and don&amp;rsquo;t have an opportunity to play, so an orchestra like this gives them the opportunity.,&amp;rdquo; Barrus said.All members of the community are welcome to be a part of the orchestra. There is not a certain age that the orchestra looks for, rather their musical development.&amp;ldquo;They have to have enough training to have a good experience. I have had some that come in and get encouraged.         <media:description>&amp;nbsp;The Rexburg Tabernacle Orchestra preformed their final concert of the year on Wednesday.Dr. LaMar Barrus lead the orchestra through five pieces, one featuring Donna Howard with a clarinet solo.&amp;nbsp;&amp;ldquo;Overall [the performance] went really well. In fact the second symphony went magnificently. The orchestra played above their heads; they played inspired tonight. Our clarinetist did a wonderful job,&amp;rdquo; Barrus saidThe Rexburg Tabernacle Orchestra, organized in 2004, is made up of community volunteers. Barrus has directed the orchestra for five seasons and was a previous director at Ricks College.Howard studied music at Ricks College. Howard has also been a rehearsal accompanist for the community theater and volunteered at local school music programs. Howard currently maintains a musical repair business and teaches clarinet as a music adjunct faculty at BYU-Idaho.Howard has experience in many different instruments. She has played clarinet, percussion and saxophone for the Rexburg Tabernacle Orchestra.&amp;ldquo;I call her my renaissance woman because whenever I have a need I call on her and she fills it. She has learned to become a very confident professional player because of the role I have put her in,&amp;rdquo; Barrus said of her varied skills.Barrus said that having a community orchestra in a city of this size is rare.&amp;ldquo;There are so many people in the community who have studied music all their lives and don&amp;rsquo;t have an opportunity to play, so an orchestra like this gives them the opportunity.,&amp;rdquo; Barrus said.All members of the community are welcome to be a part of the orchestra. There is not a certain age that the orchestra looks for, rather their musical development.&amp;ldquo;They have to have enough training to have a good experience. I have had some that come in and get encouraged. We have some from the high school&amp;hellip;and the college, and a lot of community members,&amp;rdquo; Barrus said.The Rexburg Tabernacle Orchestra provides Rexburg with a chance to let communities members participate in the fine arts, whether they are musically talented or not.&amp;ldquo;[The Orchestra] benefits the community in allowing them to hear great music, and the great heritage or music. It also benefits the community by allowing musicians to perform,&amp;rdquo; Barrus said.&amp;nbsp;</media:description>

Donna Benfield, Christopher Mann and Bruce Sutherland were elected to fill the three city council positions in Tuesday&amp;rsquo;s election.&#xD;
Benfield collected the most votes with 27 percent, Mann came in second with 23 percent and Sutherland in third with 19 percent of the vote. &amp;nbsp;Christopher West, Kelly McKamey and Lynn Betts were also running for the city council positions.&#xD;
A total of 5,676 people voted at the 16 different precincts.&#xD;
Benfield and Mann have both served on the city council previously and been president of the city council. Sutherland has served as the mayor of Rexburg.&#xD;
Benfield hopes to use her previous experience on the council to make changes and improve Rexburg as she has promised voters.&#xD;
&amp;ldquo;It takes a long time, several years, to learn the procedures and rules and I have that. I have eight years behind me. I am ready to get down to the nuts and bolts on day one,&amp;rdquo; Benfield said.&#xD;
Prior to the elections Mann said he was worried that his incumbency would hinder his chances for re-election.&#xD;
&amp;nbsp;&amp;ldquo;It is easy to blame one person for anything that went wrong the last four years; I was happy to see my vote total increased from four years ago,&amp;rdquo; Mann said.&#xD;
First on the agenda of the newly elected city council members is to start keeping the promises they made to voters.&#xD;
&amp;ldquo;I said during my campaign that I was willing to roll up my sleeves and go to work, and I really am. I need to do the things that I promised the people I would, and I need to start tomorrow. I&amp;rsquo;m anxious to get to work,&amp;rdquo; Benfield said.&#xD;
The candidates started campaigning as early as August. The candidates have said that it has been a lot of hard work. They contribute their success to the help they have been able to receive.&#xD;
&amp;ldquo;I had a great team behind me, I have a husband and a family that are 100% supportive, and that&amp;rsquo;s what it takes. It&amp;rsquo;s a lot of hard work, but it&amp;rsquo;s not a lot of work when you have the support that you need,&amp;rdquo; Benfield said.&#xD;

      <title>Tabernacle gets a sparkle thanks to Pride Day</title>

      <description>The Mayor&amp;rsquo;s Youth Advisory Board and Teens in Action gathered together with other high school students to help with Rexburg Pride Day.&#xD;
Rexburg Pride Day took place at the Rexburg Tabernacle. Pride Day takes place twice a year, once in April and once in October.&#xD;
Part of the responsibilities for the Mayor&amp;rsquo;s Youth Advisory Board is to plan the Rexburg Pride Day. This year Amanda Sauaray assisted the board in the planning.&#xD;
&amp;nbsp;&amp;ldquo;It (cleaning the tabernacle) was just needed; it hasn&amp;rsquo;t been done in a while. We had a large group of volunteers who were willing to clean,&amp;rdquo; Sauaray said.&#xD;
The whole community is invited to help with the project. Students washed and dried pews, swept and cleaned windows at the Tabernacle.&#xD;
&amp;nbsp;&amp;ldquo;There are a lot of people who come here. I feel like I&amp;rsquo;m making a difference,&amp;rdquo; said Halie Cook, a member of the Mayor&amp;rsquo;s Youth Advisory Board.&#xD;
&amp;ldquo;I have never been to the tabernacle before, I didn&amp;rsquo;t realize how beautiful it was. I was really glad that I was able to help and make a difference in the city,&amp;rdquo; said Mary Cameron, a junior.&#xD;
Christopher Mann, the acting mayor, heads the Mayor&amp;rsquo;s Youth Advisory Board. The committee has been in operation for five years.&#xD;
The Mayor&amp;rsquo;s Youth Advisory Board Council is made up of 25 to 30 high school students who want to make a difference in their community. The committee meets with the mayor twice a month. They are responsible to plan activities, service projects, and assist in community events. This year, they have been involved in the Turkey Trot fundraiser, Shop with a Cop fun runn, and the organization of a masquerade ball.&#xD;
&amp;ldquo;Mayors Youth Council is a great way for youth to get involved. We are the future leaders. That&amp;rsquo;s why it is important for us to be aware of issues and make our voices heard,&amp;rdquo; said Mallory Brugger, of the Mayor&amp;rsquo;s Youth Advisory Board.&#xD;

Elder Dallin H. Oaks in his devotional address last Tuesday, called for people like Cornilles to get involved in the &amp;ldquo;public square.&amp;rdquo;&#xD;

&amp;ldquo;I have relied on an old military maxim that when there is a battle underway, persons who desire to join the fray should, &amp;lsquo;March to the sound of the guns.&amp;rsquo; So it is that I invite you to march,&amp;rdquo; Elder Oaks said. &#xD;

Elder Oaks also discussed religious affiliation in obtaining a political office. The constitution states, &amp;ldquo;No religious Test shall ever be required as a Qualification to any Office or public trust under the United states (article VI).&amp;rdquo; &#xD;

Cornilles does not see any issues with his religion hurting his political campaign.&#xD;
&amp;nbsp;&#xD;
&amp;ldquo;Why would religious affiliation hurt a republican candidate who shares the same religion as the democratic Senate Majority Leader, Harry Reid? It hasn&amp;rsquo;t hurt him, so why should it hurt me? If someone who opposes me because of my religious faith doesn&amp;rsquo;t at the same time oppose him, they are demonstrating it&amp;rsquo;s not about religion, it&amp;rsquo;s about politics,&amp;rdquo; Cornilles said.&#xD;

I really enjoyed listening to her advice. She gave some very helpful tips to be successful in the work place. They were tips that I can use now as a student studying communication and as a future communication employee. I also had the opportunity to ask her what education options were best (regarding a emphasis in journalism). Currently I am a Communications major and an English minor, she told me to diversify my minor. I thought this advice was really helpful, since I have been debating that issue lately. Another thought she gave us was that God put us on this earth to succeed gloriously, and I think that gives me a lot of help to try new things&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; I also attended the forum and Q&amp;amp;A session with Ahmad Corbitt. I thought that he was a very effective speaker. He is a good example of a terrific public speaker. He was very deliberate in what he had to say. The thing I learned the most from him was to learn to communicate effectively. I think that learning to communicate, orally and in the written language can be what makes or breaks our careers. Also I liked that he encouraged us to be inheritable. I think that this is being lost and those who continue to hold strong to integrity will really learn to succeed, because people will trust them and want them to be a part of their company.&amp;nbsp;</description>

I really enjoyed listening to her advice. She gave some very helpful tips to be successful in the work place. They were tips that I can use now as a student studying communication and as a future communication employee. I also had the opportunity to ask her what education options were best (regarding a emphasis in journalism). Currently I am a Communications major and an English minor, she told me to diversify my minor. I thought this advice was really helpful, since I have been debating that issue lately. Another thought she gave us was that God put us on this earth to succeed gloriously, and I think that gives me a lot of help to try new things&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; I also attended the forum and Q&amp;amp;A session with Ahmad Corbitt. I thought that he was a very effective speaker. He is a good example of a terrific public speaker. He was very deliberate in what he had to say. The thing I learned the most from him was to learn to communicate effectively. I think that learning to communicate, orally and in the written language can be what makes or breaks our careers. Also I liked that he encouraged us to be inheritable. I think that this is being lost and those who continue to hold strong to integrity will really learn to succeed, because people will trust them and want them to be a part of their company.&amp;nbsp;</content:encoded>

Walborn has had the opportunity to be a disciple leader while she has been interning in Washington, D.C. When her co-workers found out that she was a member of the church, they responded with, &amp;ldquo;That explains a lot&amp;rdquo;.&#xD;
&amp;ldquo;I think it is great how no matter where we go people are always watching us, observing how we will act under certain pressure.&amp;nbsp;I'd like to think the reason those staffers reacted that way means I'm setting&amp;nbsp;an example of discipleship here,&amp;rdquo; Walborn said.&#xD;
According to Walborn, her co-workers have respected her because she has upheld her standards[i1]&amp;nbsp;.&#xD;
&amp;ldquo;My co staffers&amp;nbsp;have treated me differently; they don't swear in conversation with me, like they do in&amp;nbsp;casual conversation with each other, and they seem to trust me more and more every day in the office,&amp;rdquo; Walborn said.&#xD;
Obtaining an internship in Washington, D.C. is very competitive. Most congressional internship positions go to seniors, but Walborn has just finished her sophomore year, and will begin her junior year in January.&#xD;
Walborn is a native to Shelby, Michigan, which is in the second congressional district of Michigan.&#xD;
&amp;ldquo;I did have a couple of things going for me: first, each congressional office favors intern applicants from their[i2]&amp;nbsp; own congressional district&amp;nbsp;and second there is more competition in the summer than the fall,&amp;rdquo; Walborn said.&#xD;
[i3]&amp;nbsp;Walborn says she is an English major and wants to have a career in writing.&#xD;
&amp;ldquo;I wanted to intern in D.C. to work to improve my writing skills and possibly see if I might ever be interested in press work.&amp;rdquo; Walborn says.&#xD;
The qualifications for an internship in Hoekstra&amp;rsquo;s office require knowledge of American government, a subject that Walborn was not very familiar with, being an English major.&#xD;

      <description>The second volume of The Joseph Smith Papers was released Sept. 22.&#xD;
The Church Historian&amp;rsquo;s Press has been working on a project called The Joseph Smith Papers. These papers are &amp;ldquo;the diaries, outgoing and incoming correspondence, revelations, contemporary reports of discourses, editorials, and notices&amp;rdquo; that the Prophet Joseph Smith and his scribes recorded to help found The Church of Jesus Christ of Latter-day Saints, according to josephsmithpapers.org. &#xD;
&amp;ldquo;The goal of the Joseph Smith Papers Project is to present verbatim transcripts of Joseph Smith&amp;rsquo;s papers in their entirety, making available the most essential sources of Smith&amp;rsquo;s life and work and preserving the content of aging manuscripts from damage or loss,&amp;rdquo; according to josephsmithpapers.org.&#xD;
Eventually The Joseph Smith Papers will comprise 30 volumes. Each volume will fall into one of the following categories: journals, documents, revelations and translations, history, legal and business records, and finally administrative records. The first volume, Journals, was released in early 2009. Now the second volume, The Joseph Smith Papers: Manuscript Revelation Books, has been released. It is the first volume in the Revelations and Translations series. &#xD;
&amp;ldquo;They (the second volume) preserve the earliest known copies of most of Smith&amp;rsquo;s early revelations, and they are the key sources available for understanding the process of publishing the early revelations,&amp;rdquo; according to josephsmithpapers.org &#xD;

To his surprise he found a boot and a corresponding $40 fine on his front tire.&amp;ldquo;I lost half a week&amp;rsquo;s worth of groceries,&amp;rdquo; Evans said about the unexpected expense.Mary Cameron, a junior, had her boyfriend visiting her for the weekend. When they walked out they found that his car had been booted as well.&amp;ldquo;Ben [her boyfriend] is a college student too, so he didn&amp;rsquo;t have the extra money to pay for the boot,&amp;rdquo; Cameron said.There are limited designated visitor parking spots at apartment complexes. At Mountain Pines, for example, there are 60 apartments and only eight visitor parking spots. In addition to the limited number of visitor spots, some students have expressed confusion resulting from the city&amp;rsquo;s new parking regulations.&amp;ldquo;Ever since the city has changed its parking regulations, it is hard to know when it&amp;rsquo;s ok to park on the street and when it&amp;rsquo;s not. I think that&amp;rsquo;s the reason so many people are getting booted.&amp;rdquo; Tiffany Reed, a sophomore, said.Though the city recently came out with parking regulations, it is legal to park on the street without a permit after 5 p.m.Those with questions about towing and booting procedures should seek out an apartment manager.&amp;ldquo;In my past 10 years of managing I have found that the best and easiest solution to not being towed in a signed area is to take personal responsibility for where you park your vehicle.
